Development of Local Limits for Industrial Waste Program
The City of Paso Robles runs a voluntary Industrial Waste Program as required under the Wastewater Treatment Plant (WWTP) NPDES Permit (Order No. R3-2011-0002). The WWTP presently treats an average of 2.5 million gallons per day (mgd); the WWTP has a capacity of 4.9 MGD. The WWTP receives wastewater from a neighboring community. Industrial Users include metal finishers, a surfactant manufacturer, breweries, wineries, auto repair facilities and over one hundred restaurants. The City permits Significant Industrial Users, large wineries, and food service establishments in the Fats, Oils, and Grease Program. The current technically based local limits were developed in 2008 and adopted as part of the revised industrial waste ordinance in 2009. The City needs to revise the current local limits due to:
- The completion of the upgrade to the wastewater plant from a trickling filter treatment process to a Biological Nutrient Removal process.
- The current Wastewater NPDES Permit will expire June 25, 2016.
- The Central Coast Regional Water Quality Control Board (RWQCB) has indicated that they will mandate the City to run a Federally Compliant Industrial Waste Program during the next permit term.
Proposals must be submitted no later than 5:00 p.m. on Friday, August 21, 2015.
