How to Get an Issue on the City Council Agenda

If you want the Council to consider a request that requires a formal action, you must contact the City Manager’s Office no later than 5:00 p.m. on Friday, eleven days before the next scheduled Council meeting. Written, legible requests are required. Simple requests can generally be scheduled for action at the next meeting. However, items that are more complex or of potential fiscal impact will require staff analysis and development of options. In such cases, a request can take numerous weeks.

Items are also sometimes placed on agendas by council members as a result of citizen requests to individual council members. The complexity of the item will determine how quickly the matter can return to council for consideration.

How to Get Copies of Council Agendas and Agenda Packets

Copies of the Council agendas, staff reports, and supporting material for agenda items are available on the Friday before each Tuesday council meeting. Copies may be downloaded directly from the City website or picked up at City Hall. Copies of the agenda are free; packet material is available for a small copying fee. The Council agendas may also be checked out of the Library and are on the shelf the Friday before each Tuesday Council meeting.

How to Submit Agenda-Related Written Communications to the City Council

If you have written material that applies to an agenda item, you should submit it to the City Clerk seven days prior to the meeting date. If you are submitting hard-copies, please submit enough copies for each council member and a copy for the City Clerk. Please keep a copy for your records; the City will not return the material to you. The public may request copies of any written material from a meeting the day after any public meeting.


Public Comments: This is the time that anyone in the audience may communicate with the Council about matters that are not on the agenda. Speakers are allocated three minutes and should submit their name to the City Clerk. Issues brought up under Public Comments will typically be referred to staff or an advisory body and may be brought back to the Council as a regular agenda item.

Consent Calendar: All matters listed under this section are considered to be routine and will be acted upon by one motion. Generally, there is no discussion of individual items on the Consent Calendar unless requested by a member of the Council or the public prior to the Council vote on this section of the agenda.

Public Hearings: Persons who wish to speak on matters set for public hearing will be heard when the Mayor calls for comments from the audience. After all interested parties have spoken, the hearing will be closed and the matter will be discussed and acted upon by the Council. Generally, no further comment is permitted from the audience at this time, unless invited by the Council.
