Dissolution of Redevelopment Agency and Formation Successor Agency
On June 29, 2011 as part of the 2011-12 State budget bill, the California Legislature enacted, and the Governor signed, AB 1X 26, which dissolved all redevelopment agencies in the State of California. A Petition for Writ of Mandate was filed in the Supreme Court of the State of California on July 18, 2011 (California Redevelopment Association, et al. v. Ana Matosantos, et al., Case No. S194861), challenging the constitutionality of AB 1X 26 on behalf of cities, counties and redevelopment agencies and requesting a stay of enforcement. On August 11, 2011, and modified on August 17, 2011, the Supreme Court stayed portions of AB 1X 26 during the pendency of the matter. On December 29, 2011, the Supreme Court issued its final decision in this litigation, upholding AB 1X 26, and extending all statutory deadlines under AB 1X 26, essentially dissolving all redevelopment agencies throughout the State effective February 1, 2012.
On January 17, 2012, pursuant to AB 1X 26, the Paso Robles Redevelopment Agency adopted Resolution RA 12-001 approving an amended Enforceable Obligations Payment Schedule (EOPS). The EOPS identified payments of redevelopment funds necessary to meet enforceable obligations (as defined by AB 1X 26) to be made through June 30, 2012.
On January 17, 2012, pursuant to AB 1X 26, the City Council adopted Resolution Resolutions 12-005 and 12-006, electing to become the Successor Agency to the Redevelopment Agency and the Successor Housing Agency.
Recognized Obligation Payment Schedule (ROPS)
On May 5, 2012, the Oversight Board approved the attached Recognized Obligation Payment Schedule (ROPS) for the Period July 1 - December 31, 2012. As required by AB 1X 26, the ROPS has been submitted to the County Auditor-Controller and to the Redevelopment Oversight Board for the City of Paso Robles. Download the Final ROPS here.
Oversight Board of the Successor Agency
Pursuant to AB 1X 26, a seven-member Oversight Board to the Successor Agency was formed to oversee the Successor Agency’s activities to wind down Redevelopment operations. The Oversight Board meetings are held in the Large Conference Room at Paso Robles City Hall (second floor), 1000 Spring Street, Paso Robles, California. These meetings are open to the public. History of the Redevelopment Agency
The Paso Robles Redevelopment Agency was activated in 1981. Its Board was comprised of the Citys Mayor and Council. The Agency formed its first Redevelopment Project Area in 1987. Click here to download/view a copy of the adopted Redevelopment Plan [pdf:2mb/112pp].
The Redevelopment Project Area is an approximate 1150-acre area consisting primarily of properties located west of the Salinas River. Click here to download/view a map of the project area [pdf:115k/1pp].
Elimination of blight and pursuit of programs and projects of benefit to the Redevelopment Project Area are the purpose and intent of the Redevelopment Agency. In addition to the Redevelopment Plan mentioned above, State Redevelopment Law requires that each agency prepare a five-year Redevelopment Implementation Plan which sets forth proposals and priorities for expenditures of both regular Redevelopment Funds and Low and Moderate Income Housing Funds. The current Redevelopment Implementation Plan [pdf:1.2mb/55pp] was adopted in February 2010 and will expire in December 2014.
While the City Council has jurisdiction over the entire City of Paso Robles, the Redevelopment Agency focuses its attention on the approximately 1150-acre Redevelopment Project Area and actions of benefit to the Project Area. The exception to this geographic limitation is that housing program funds generated by the Redevelopment Project Area can be expended by the Redevelopment Agency on a citywide basis.
