A business license is required for all business transacted in the City, unless specifically exempted by the Paso Robles Municipal Code. It is unlawful for any person to commence, transact, engage in or carry on any business in the city without first having procured a license from the City and complying with the other related or relevant laws of the City.
The Department of Administrative Services is responsible for providing service to the general public, business license applicants and each existing licensee. Our objective is to assist each business in obtaining the proper business license and/or permit and to ensure proper compliance to the business license code for all businesses transacting business within the City.
Attention Business Owners:
Requirements for a City of Paso Robles Massage License (April 29, 2014)
NOTE: If your business does not provide massage services, this letter does not affect you.
Apply for a Business License Online! If you are a New Business, either apply for a business license online (above), download the application (PDF), or visit the Administrative Services office located at 821 Pine Street, Suite A. Contact the office via email at firstname.lastname@example.org or (805) 237-3999.
Existing Business (Renewal) - If you are an existing business license holder in the City of Paso Robles, you may renew your business license online.
Home Occupation Permit - If you will be operating the business from your residence, you will need to complete a Home Occupation Permit Form requesting authorization to operate a business in a residential zone. If you are not the owner of the residence, you will need to ask the owner or property manager to sign the application giving permission to use the residence as a business location.
Massage Businesses - In addition to the Business License Application, the Massage License Application and Massage Facility Supplemental Questionnaire is required. See also Message Fee Schedule and Massage Ordinance below.

After you have completed the application, return it by mail, fax, or in person to 821 Pine Street, Suite A. Staff will then determine whether there are other permits or requirements (see below) in addition to the Business License Fee.
For businesses with a physical location in the City limits, the Planning Division of Community Development will review the business location for zoning compliance, inspection and other regulatory requirements before a license can be issued. A post office box is not accepted as a business location. See also Home Occupation Permit (Planning).
Effective July 2017: For all new commercial businesses located inside the City limits, Emergency Services will be inspecting the commercial location upon approval of the new business license application. Previously, the inspections were done separately from the business licensing process. Please contact Emergency Services for additional details regarding fire inspections.
The license fee is based upon the type of business you are conducting and the permanent, physical location of that business. Licenses are issued for a one-year period beginning July 1 and expiring June 30 each year. The fees for new businesses are prorated according to the quarter in which the business opens.
If your business is located inside city limits, your fee will be invoiced after the location is approved by the Planning Department. The fire inspection fee will be invoiced along with your license fee and is a one-time fee for each new commercial location.

The Business Improvement Area ("BIA") was established in 1972 by Ordinance 337 N.S. for the purpose of generating revenues to be used to promote those businesses located within the boundaries of the district, which is the downtown core area. A fifty-percent increase is assessed to the business license fee of each business within the area. Those businesses located within the boundaries of the BIA which are exempt from paying a business license fee are assessed a levy of $135.00 per year.
The $12 recovery fee is a temporary one-time fee approved by City Council to support the City’s new business license software upgrade and is required for all business license renewals and new business license applications for the license period starting July 1, 2017.
Effective July 1, 2018, an annual $2 recovery fee will be required for all business license renewals and new business license applications to support the annual maintenance of the business license software.
The $1.00 State CASp fee is a state mandated fee that went into effect in 2013. Effective January 1, 2018 through December 31, 2023, the State CASp fee will be increased to $4.00. On and after January 24, 2024, the fee will be reduced back down to $1.00. It applies to all business license renewals and applications for purposes of increasing disability access and compliance with construction-related accessibility requirements and developing educational resources for businesses to facilitate compliance with federal and state disability laws.
Renewal statements are mailed approximately mid-June each year and are due by July 31st. If payment for your business license renewal is received or postmarked by the 10th of July, a 10% discount may be taken. Penalties are assessed if payment is not received by July 31st.
