COST OF SERVICES STUDY
The City Council commissioned an examination of all discretionary City services to itemize their true cost. The analysis provides a through accounting of all costs incurred to deliver select City services. This data is important in comprehensively considering and setting tax revenue allocation formulas that reflect, balance and further community priorities. The data, and revenue allocation determinations, are central to the budget setting and long-range financial planning process.
In the Council’s review of the cost accounting, the City policy to charge the full cost of development related services to the beneficiary, i.e., new development, was reaffirmed. Similarly, the policy of providing full tax support to police protection, as well as fire and emergency medical response was continued. Other discretionary services provide varying levels of general tax revenue and service beneficiary support, as can be viewed below.
