COMMUNITY FACILITIES DISTRICT
No. 2005-1 (Public Services)
The Mello-Roos Community Facilities Act of 1982 was enacted into law by the California Legislature. The Act authorizes a local governmental agency, such as a school district or city, to form a Community Facilities District (“CFD”) within a defined set of boundaries for the purposes of providing public facilities and services. On April 5, 2005 the City formed a CFD by the adoption of Resolution No. 05-063. Currently there are 256 active parcels of which 186 have been levied in fiscal year 2017/2018.
The CFD finances public services for new developments in the District. Such services may include police protection, fire protection and suppression, ambulance and paramedic, recreation program, and many other services. The authorized services may be financed only to the extent that such services are in addition to those services provided in the community facilities district prior to creation of the community facilities district. All of these public services are authorized by CFD No. 2005-1.
