The City of Paso Robles operates in compliance with hundreds of written codes that are designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality of life standards that residents and businesses enjoy in our community. The emphasis of the Code Enforcement Program is voluntary compliance with these codes through an educational process. Current special projects being worked on are business licensing and compliance with regulations covering sign placement.
Code enforcement is coordinated through the Police Department and staffed during normal business hours by one full-time and one part- time Community Service Officer. Since there are many types of codes: City Codes, Fire Codes, Uniform Building Codes, Uniform Housing Codes, Zoning Ordinances, Vehicle Codes and Penal Codes, the process of enforcing them may involve many other departments and organizations. Community Service personnel also need the cooperation of residents and businesses to be effective and efficient.
Because there are so many codes - many involving complex technical or legal issues - residents frequently have questions about code enforcement and their role in making the City of Paso Robles a better place to live and work. Special Enforcement Team
The Special Enforcement Team (SET) is responsible for investigating narcotic related crimes and all gang related crimes that occur in the city of Paso Robles. SET mainly works in an undercover capacity during its investigations and uses various methods to obtain narcotic information and gang activity information. SET will investigate all areas of narcotic activity from street level narcotics dealers up to the larger quantity narcotic dealers. Investigations almost always require some level of surveillance. The surveillance could be fixed or mobile and in several cases, aviation support plays an important role.
SET is also responsible for gang intelligence and gang related crime investigations. When needed, SET will work closely with the San Luis Obispo County Sheriff’s Gang Task Force (GTF) and Narcotics Task Force (NTF) for larger cases or cases where multi-agency involvement is needed.
The most frequently seen members of the Police Department are the uniformed officers who patrol the City in marked patrol cars. These Officers are only one segment of the more than 100 full-time, part-time and volunteer personnel who make up the Police Department.
Reserve Police Officers
The Paso Robles Reserve Officer holds a responsible and important position within our police department. They contribute to the safety and well being of the community by working side by side with our permanent full-time police officers.
A reserve officer is a "part-time" police officer. The reserve police officer is able to work up to 20 hours per week under the direct supervision of a regular police officer. They assist regular Paso Robles Police Department officers in the prevention and detection of crime and the general enforcement of laws while assigned specific police functions.
For most reserve police officers, its not just a part-time job. They do police work because they want to make a difference in their community. Although reserve police officers are highly trained, their hours are flexible and they are not required to work a set schedule. Reserve police officers generally have full-time careers, own their own businesses or do other jobs while scheduling police work into their spare time.
The Paso Robles Police Department provides all necessary safety equipment needed for its reserve officers to do their job. The Reserve Officer Program provides the reserve officers with the training and opportunity to move into a full-time law enforcement career from the reserve ranks if they choose.
The function of the Training Manager is to ensure that all departmental staff receives required and/or useful training relative to their individual needs and assignments. The training manager accomplishes this task by coordinating training which meets legal standards and requirements, continually assesses training needs, formulates training policies and plans, adheres to a training budget, and records and maintains personnel training files.
The Paso Robles Police Department trains its personnel through various resources, which include in-house instruction and on-site courses within the state.
