Paso Robles City Council Meeting Highlights
Highlights from the City Council meeting on Tuesday, October 2, 2018 are as follows:
Downtown Parking Update–There was a brief presentation from Julie Dixon, the City’s consultant. Ms. Dixon reported on the meeting of the Steering Committee and highlighted the upcoming meetings for public input on amendments to the city’s parking ordinance and designated employee pilot program. The upcoming meetings are: a community meeting on October 11th at 6:30pm in the City Council Chamber, the board meeting of the Downtown Paso Robles Main St. Association in their office at 6:00 on October 15th, and the City Council meeting of October 16th at 6:30pm in the City Council Chamber.
Title 2 Amendments Administration and Personnel–approved revisions to Title 2, Administration and Personnel, of the Paso Robles Municipal Code. The areas include the City Manager’s Employment Agreement, to require the City Manager to live within a 30-minute response drive from the Emergency Operations Center, a revision to abide by the State’s adopted California Disaster and Civil Defense Master Mutual Aid Agreement and committing the City to adhere to State rules regarding disaster service workers.
Title 3 Amendments Revenue and Finance–approved revisions to Title 3, Revenue and Finance, of the Paso Robles Municipal Code. Title 3 provides those portions of the legal framework for the City’s revenue and finance activities that are not already provided for in State regulations. Updating this title enables citizens to correlate the City’s financial actions with its legal framework. There will be no changes in current City activities solely as a result of the code changes.
Open Space Property Acquisition–approved direction to the City Manager to sign a Purchase and Sale Agreement and Joint Escrow Instructions to purchase a 5-acre parcel in Paso Robles designated Lot 22, of Tract 2373, contingent on Butz Construction Inc., gaining Statement of Information active status with the State of California. This acquisition of the property will cost the City $26,000. The City will use this property to install a sewer line, allowing removal of a sewer lift station, saving the City approximately $60,000 per year in operation costs. In addition, there is a trail on the property. This action will maintain public use of the trail for recreational activities.
13th Street Pedestrian Access Improvements Contract Award–authorized the City Manager to enter into a contract with Souza Construction, in the amount of $186,365, plus a 10% contingency for a total not to exceed cost of $ 205,000, to upgrade four curb ramps at 13th and Pine to comply with ADA design standards. This award is the result of a competitive bid process where Sousa Construction was the lowest responsive bidder. Funding for this project is provided through a Federal Community Development Block Grant. This is the first phase of pedestrian access improvements at the intersections on 13th Street at Pine and Park Streets. The remainder of the project improvements, which include paving, pedestrian beacons, and access ramps at Park.
Scheduling Airport Commission Appointments–approved action to schedule a special meeting of the City Council on Thursday, October 18, 2018 to interview applicants and make appointments to the Airport Commission.
